Q&A for 2017 TAP Facility Call for Proposals
1.) Q: Are Prevailing wage rates required on this project.
A: “Prevailing wage rates” are required on this project.
2.) Q: Is the entire Project covered by the NYS grant or is it just a portion ? The reason for my question is to determine the dollar amount of the Budget that is subject to the 30% Calculation for MWBE Participation.
A: The entire amount of the project, as described in the project documents and at the pre-bid meeting, is covered by the NYS grant and is subject to the 30% MWBE requirement.
3.) Q: What is the classification of the sub-fab?
A: The defined sub-fab area on the fourth floor is Not Classified. Class will be based on resultant of air provided to cleanroom areas.
4.) Q: Confirm the distribution for the laterals will stop short of the cleanroom allowing the Tool Install team more flexibility.
A: Yes laterals will stop short of the cleanroom as indicated on drawing included in the proposal package
5.) Q: Apart from the exhaust systems needing an N+1 topology, which other systems require redundancy?
A: No other redundant services have been identified. Redundancy of services supporting operationally critical tools should be implemented based on funding availability and considerations impact to operations as detailed in the SOP.
6.) Q: Please provide the amount of cleanroom area that requires ISO Class 5 or define where the term “locally” refers to.
A: In the statement near the bottom of Page 12 of the SOR “The facility will be equipped with a cleanroom envelope that is capable of achieving and sustaining up to ISO Class 6 (Class 1,000) conditions and up to ISO Class 5 (Class 100) locally.” Locally refers to creating a mini-environment around a specific tool as needed, this should be addressed in the Tool Installation and is NOT a part of this proposal.
7.) Q: Please confirm that the cleanroom will be certified in an “as-built” condition.
A: Yes, for the purposes of this Contract, the “as-built” condition will be used for certification
8.) Q: Please confirm the design outdoor conditions for design of the cleanroom systems:
a. Winter: ASHRAE 99.6%, +2.9 deg F., 4.5 grains of moisture/ lbma
b. Summer: ASHRAE 0.4%, 89 deg F DB / 73.2 deg F WB
A: For Winter use ASHRAE 99.9% and Summer ASHRAE 0.1%
9.) Q: Please confirm that at 70 deg F and 40% RH the dew point equals 44.6 deg F.
10.) Q: Please confirm that only a rack for future AMC filters is required in the make-up air unit.
A: If retrofit of existing systems is feasible and economically viable, a future filter rack is desired. Provide an Add Alternate cost and schedule for review by AIM.
